Elvira Berry’s story is the story of America.

Elvira emigrated to the United States 25 years ago from Nigeria. She earned a psychology degree from the University of Maryland and a law degree from Widener University School of Law. She also served an externship with The Honorable Judge Barry C. Dozor in Delaware County, PA, then served as a Law Clerk for The Honorable Judge Joseph E. Kane in New Jersey. Elvira is a Pennsylvania attorney.

A strong believer in civil rights, Elvira became a Labor Law Enforcement Officer with the State of Delaware, before rising to become the Policy and Compliance Manager for the City of Baltimore Department of Human Resources.

Elvira returned to Pennsylvania, and became the head of the HR department for an agency that helps people with intellectual disabilities. In 2015, Elvira founded her own agency, Providence Corporation, a residential care facility that helps people with intellectual disabilities. As CEO, she has insisted on an above-market starting pay rate, plus pays 100% of the employees’ health benefits. Elvira was a member of the PA Council on Drug and Alcohol Abuse, Chair of the Brandywine School District Parent Advisory Council, and a volunteer attorney in her community with Philadelphia VIP.

As a single mom, Elvira raised her son in Wynnewood. She still lives there with their dog, Ash. Elvira's son, Jordan, is a Freshman at Ithaca College and a graduate from The Haverford School.

Elvira knows that Senate District 17 needs a new direction and new leadership. Elvira’s entire professional career is built on accountability, from her work in government to building her own business.
